Major traffic circles are proposed at Blueridge Rise and 12 mile Coulee to allow access to Blueridge and Tuscany. There is a second traffic circle proposed at the intersection of Blueridge Rise and Blueridge View that will allow primary access to the high density residential area. There are two access points to the Market Mall along Blueridge Rise which will be converted to a four lane roadway with a median down the middle. No access to the mall or residential area I planned directly off 12 mile coulee or service roads off 1A. Thousands of vehicular traffic by the hour.
- Currently, local residents frequently walk on along the local roads in the community and feel safe. This is because traffic levels are low and crime is extremely infrequent. The development will substantially change the fabric of the community and exacerbate the risk of increased crime rates, increased traffic volume, speed concerns, proximity to existing homes, and road elevation concerns.
- The proposed expansion of Blueridge Rise Road will be a major safety concern for the nearby communities and require efficient traffic flows for emergency services such as ambulance, fire and police.
- The connection to Bearspaw Road will provide a short cut to the development past a busy school, community centre and a new proposed school on a single lane road with no sidewalks and steep slopes. The layout at Crowchild and Township Rd 254A will potentially create congestion issues along with the 4 way stop near the School.
- Due to elevation differences where Blueridge Rise, and subsequent proposed expansion with increased traffic is elevated from existing properties, will create a significant concern for increased risk of vehicle accidents or vehicles veering off the road creating significant danger or potential harm for children and people in their own yards. This materially changes the use, function, and structure of our private properties along Blueridge Rise as no one will feel safe and cause property owners to avoid this potential high risk area within their own yards/properties.
- The development will also compromise the safety at the school, proposed special needs school and community centre. This is an extremely significant safety concern as there are very young children and their families that will be arriving at school during peak rush hour times, as well as during all weather conditions, where their safety would be at risk with the increase of traffic and traffic flow to the area.
- [Country residential] development should build with the contours of the land and avoid stripping and grading. It requires best management construction practices to reduce wind and water erosion of soils and to suppress dust dispersion during development.
- The long-term environmental impact must be taken into consideration for commercial projects. Impact assessment and sustainability goals for a commercial developer’s energy and water use as well as waste management.
- The Commercial development will have long lasting impacts on the community with noise of operations, loading and traffic in and out. Loading and deliveries tend to occur after hours increasing the amount of noise and impacts on residents. Other operations such as snow clearing with heavy equipment and other maintenance activities tend to occur out of normal business hours and can be very disruptive.
- How will the increased traffic volumes, requiring numerous traffic control measures/upgrades, especially at 1A (Crowchild) and 12 Mile Coulee Road, affect your ability to commute to your family’s commitments, work, groceries & school? Will traffic noise, congestion, safety & volumes add or detract from these things? The Market Place is sufficiently large to become a regional draw for shoppers coming from distant communities layering on the requirement for a robust traffic management system such as a Controlled Flow Intersection. A CFI was installed in PEI and required a dozen instructional videos to help commuters navigate the change. Does this sound or look like free-flowing traffic? Get ready for construction delays as these measures are installed.

- How will costs be attributed to this upgrade between the City of Calgary, Alberta Government and Rocky View County. Can our respective Governments afford to support the upgrade at this time?
- To the residents in Tuscany along 12 Mile Coulee Road, you will be carrying the brunt of most of this traffic increase.
- How will residents of this community hop a bus? Who will provide transit? Is there any transit? Is there sufficient fire and policing anticipated to service a population in excess of 2,375. Who pays for this? Rocky View County does not have fire ladder trucks that reach past 3 stories, let’s hope the senior’s complex of over 660 seniors is less than 3 stories.
